Royalty-Free refers to the right to use copyrighted material or intellectual property without the need to pay royalties for each use or per volume sold, or some time period of use or sales.

The licensee of the material purchases the rights to the material from the creator for a fixed fee. The licensee is allowed to use the material as many times as they'd like, or as many times as is agreed upon in the terms of the license.
